Which building code your Inverness permit follows
The median Inverness home dates to 1987, so most roofs around you predate the current code. A new house is judged under the edition in force on the day you apply. The Ninth Edition governs any application submitted on December 31, 2026 or later. Before that date, the Eighth Edition, in effect since the end of 2023, governs.
Roof permits inside city limits go through City of Inverness Permitting, not the county. We checked that office: applications go in through the portal or in person, with owner and contractor signatures, and a Roofing Affidavit form is posted. Homes outside the city, such as those in Pine Ridge, use the Citrus County Building Division instead.
Every roof covering and underlayment on your Inverness permit needs a Florida product approval number, because state law makes roofing a required approval category. The Florida Building Commission posts a public search by FL number or manufacturer, so you can check the number yourself.
Deck and dry-in
Deck, underlayment and drip edge on a new home
Sheathing gets ring shank nails, 2 1/2 inches long, in the standard pattern. The code allows two shorter ring shank types only where the panels are 15/32 inch or thinner. Ask your builder which nail is going into your deck before the sheathing inspection.
Shingle and metal roofs must be dried in one of three ways. The first option covers the whole deck with a self-adhering membrane. Another is tape or membrane strips over every deck joint, with underlayment on top. The final option uses two plies of felt-style underlayment, fastened 12 inches on center across the field and 6 inches on center at the overlaps. Drip edge goes over the underlayment at eaves and gables, fastened at 12 inches, or 4 inches where wind speed or roof height calls for it.
Citrus County re-roof permits ask for installation documents and inspection photos of the drip edge, flashing and underlayment. Confirm with the Inverness building office whether a new-build permit asks for the same.

Scheduling the roof around the inspections
The code lists the inspections in order: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, then final. Framing is called after the roof framing and bracing are in place. The roofing inspection covers dry-in, flashing and roof coverings, so the roof crew cannot finish ahead of it.
Florida law lets a builder put asphalt shingles on a building it is constructing for itself. Tile, metal and membrane work goes to a roofing contractor holding a state certificate or registration. Whoever pulls the permit, your Notice of Commencement must be recorded and posted before the first inspection. A permit also lapses if work does not begin within 6 months of issue.

What does a builder owe me on a new Inverness roof?
Since July 1, 2025, Florida Statute 553.837 requires a builder to cover a newly built home for 1 year against defects in equipment, material or workmanship that cause a material Building Code violation. The year runs from the conveyance of title or first occupancy, whichever comes first. Normal wear, settling, owner-caused defects and natural disasters fall outside it. With only 6.5 percent of Inverness homes built since 2010, few owners here have used this rule yet, so read your contract closely.

Do I need an Inverness permit before the roof goes on?
Yes. Inside city limits, City of Inverness Permitting handles roof permits, and the applications we found require owner and contractor signatures plus a Roofing Affidavit. Before your first inspection, record and post a Notice of Commencement. If your lot is outside the city, the Citrus County Building Division issues the permit. Can I use a private inspector instead of the city?
Yes. Florida Statute 553.791 lets the fee owner, or the owner's contractor with written authorization, choose a private provider for plans review or code inspections. A private provider must be a building code administrator, engineer or architect. Inverness has a housing stock that is largely older, with a median build year of 1987 (margin of error ±2), so roof work on older homes often benefits from a careful inspection. Ask the City of Inverness building office how it accepts private provider reports before you rely on one for your roof.

What is the 15 year roof rule in Florida?
Florida's 15-year roof threshold is written into Fla. Stat. 627.7011(5). Under this rule, a homeowner's policy cannot be turned down or left unrenewed only because the roof is under 15 years old. Once a roof reaches 15 years, the homeowner can have an authorized inspector examine it, paying for the inspection personally. If that inspection finds at least 5 years of useful life remaining, age alone cannot be the reason for refusing or dropping coverage. The median home in Inverness was built in 1987, so many roofs here are close to or past the 15 year mark.
