Commercial roofs ยท Merritt Island

Commercial roofing in Merritt Island, FL

Merritt Island has about 17,006 housing units, and many of them sit in multi-unit buildings, association communities and older commercial strips. A property manager here usually deals with several roofs at once. Knowing which code applies, who issues the permit, and what a low-slope system must do keeps bids honest.

Permits and code

Which code and permit apply to Merritt Island commercial roofs

Merritt Island sits in Brevard County, and the county building office issues roof permits here. The Brevard County Planning and Development office lists the permit page as verified. Confirm the current process with that office before you schedule work, since the county publishes address-level wind speed maps that set the design requirements for each parcel.

The High-Velocity Hurricane Zone is limited to Broward and Miami-Dade counties. Brevard is not in that zone, so the separate HVHZ inspection and uniform permit steps do not apply to a Merritt Island roof. The standard Florida Building Code rules for wind-borne debris regions still apply to the parcel, so check the wind speed map for your address.

Low-slope roofs

Drainage design for flat and low-pitch roofs on Merritt Island buildings

Florida code sets a minimum design slope of one-fourth unit in 12 for new built-up, modified bitumen, single-ply and liquid-applied low-slope roofs. Ask any bidder to show the slope on the drawings, because a roof that cannot drain will hold water after the heavy summer rains that Merritt Island receives.

A roof with proper positive drainage sheds standing water within 48 hours after a rain. Sizing storm drains depends on the 100-year hourly rainfall rate. If a parapet can hold water, the code calls for secondary overflow drains or scuppers. Ask the bidder how each of these is addressed on your building.

  • Check that the membrane meets its standard, such as ASTM D4637 for EPDM or D6878 for TPO.
  • Ask for edge metal tested under ANSI/SPRI ES-1 where the design requires it.
  • Ask whether an existing covering is wet or deteriorated, since that can bar a recover.

Comparing bids

How to compare commercial roofing bids on Merritt Island

Compare bids line by line on the same scope: membrane type, slope correction, drain and scupper work, and the permit cost each bidder carries. A low number that leaves out the tear-off to deck or the overflow drains is not the same job.

Florida requires a roofing contractor to hold the roofing certification, and a general contractor who does roofing must hold it too. Ask each bidder for the license number and check it with the state before signing. Florida law also requires a Notice of Commencement on larger jobs, so check the permit card before work starts.

Questions

Commercial roofing in Merritt Island: questions

Do I need a permit to reroof a commercial building on Merritt Island?

Yes, a roofing job generally needs a permit from Brevard County Planning and Development, which the county lists as the permitting office for this area. Permit clocks also matter: a permit becomes invalid if work does not start within 6 months of issuance. Confirm the current rules with the building office before you start.

What is the 25 percent roof rule for commercial roofs in Florida?

Not more than 25 percent of the total roof area may be repaired, replaced or recovered in any 12-month period unless the entire roof system is replaced. This applies to existing buildings, so a partial repair on a Merritt Island commercial roof must stay within that limit or trigger a full roof. Measure each section before you schedule work.

Do Merritt Island roofs fall under the High-Velocity Hurricane Zone rules?

Not so. The HVHZ applies only within Broward and Miami-Dade counties. Brevard County is outside that zone, so the HVHZ permit and inspection steps do not apply. Check the Brevard wind speed map for your parcel to see which standard wind rules apply.

What should a property manager check on a low-slope roof bid?

Check the membrane standard, the design slope, the drain and overflow plan, and the edge metal. Confirm that the bidder knows the permit clock and the Notice of Commencement. Bids in this part of Florida also need extra scrutiny because the 2016 hurricane season showed how quickly wind-driven water can find weak edge details, so ask how the edge metal is fastened and sealed. A bid that leaves these out is not a complete bid, even if the price looks lower.
