New construction roofing in High Springs, FL

28.7 percent of the housing units in High Springs were built in 2010 or later, according to the latest five-year survey. That share is high for a town of 6,215 people, so many roofs here are still on their first owners. If you are building a new home or buying one still under construction, the roof work follows a set code path. Permits, product approval and inspection order all matter.

Code edition and timing

What new code edition applies to a High Springs roof permit

High Springs permits written now fall under the 2023 Florida Building Code, Eighth Edition, which took effect December 31, 2023. Plans filed on or after December 31, 2026 switch to the Ninth Edition. If your roof permit lands near that date, the edition on your plans decides the rules, so ask the City of High Springs Building Department which one it is using.

Permits here also run on a clock. A High Springs roof permit that sits without work for 6 months can lapse, and an application left unpursued for 180 days can be abandoned. For a new build in a town where the population is growing, a stalled roof permit can hold up the whole schedule.

What the inspector checks

What a new roof needs underneath: the decking, the underlayment, and the manufacturer approval for the shingles

Roof sheathing must be fastened with specific ring shank nails, and the dry-in must use one of three underlayment options before the rest of the roof goes on. Shingle drip edge is fastened closer together where wind speeds are higher. Tile may go only over solid sheathing unless it has been tested otherwise.

  • Confirm each roofing product has a Florida statewide product approval number before it is installed.
  • Look up the FL number in the Florida Building Commission product approval search.
  • Keep the approval number on the permit paperwork and on the job site.

Inspection order

Timing the roof around framing and roof inspections in High Springs

Here, the roof covering inspection comes after the dry-in, so the roof must be sheathed and underlaid before the shingles or tile go on. The framing check comes before sheathing, which means the roofer's start date depends on the framing sign-off. Plan the schedule around that step.

Only a certified or registered roofing contractor may install tile, metal or membrane roofs for a builder. A general contractor building its own new home may install asphalt shingles itself, but it may not advertise as a roofer without the matching license. Ask any roofer to show the license before work starts.

Questions

New construction roofing in High Springs: questions

What is the new law in Florida about roofs?

The newest builder rule that matters for a new High Springs home is the builder warranty law. Since July 1, 2025, a builder must cover a newly constructed home for 1 year against defects in equipment, material or workmanship that violate the Florida Building Code. Coverage does not apply to ordinary wear, settling, defects the owner caused, or natural disasters. Read the builder's written terms for the exact coverage, and direct questions about it to the builder.

Does a new roof in High Springs need a permit?

Yes. Roof work in High Springs runs through the City of High Springs Building Department, which handles permitting, plan review and inspections. The department also verifies active contractor licenses. Ask it which code edition applies to your plans and how long your permit stays valid.

Can I use a private provider instead of the city for inspections?

Florida law lets the fee owner, or the contractor with written authorization, choose a private provider for plan review or building code inspections at any time. Any private inspector used must hold a license as a building code administrator, an engineer, or an architect. High Springs has 2,415 housing units in the latest five-year survey, and the city's inspection schedule still sets the order of roof inspections, so confirm with the building office how a private provider fits in.

Do new homes in High Springs need gutters?

The residential code requires gutters with downspouts on buildings with eaves under 6 inches of horizontal projection, except at gable end rakes or on a roof above another roof. Each downspout should send water out at least 1 foot away from the wall. High Springs had 2,415 housing units in the latest five-year survey, and many of the newer ones fall under this rule. Ask the building office whether your eave depth triggers it.
