Why roof age matters for Forest City homes
Forest City's median build year is 1984, four years older than the countywide 1988. Only 4.9 percent of homes here date from 2010 or later, against 12.3 percent across Seminole County. Newer roofs are scarce, and many roofs here are likely replacements well into their service life.
Fla. Stat. 627.7011(5) draws Florida's line at 15 years. A roof under 15 years cannot be the sole reason an insurer refuses to write or renew your policy. At 15 years or more, your insurer has to allow an authorized inspector to examine the roof, paid for by you. A finding of 5 or more years of useful life limits the insurer's ability to cite age as the only reason for non-renewal.
Citizens Property Insurance draws its own lines: documentation of five remaining years for shingle roofs older than 25 years, and for tile, slate or metal older than 50. It also requires a 4-point inspection on properties more than 20 years old, and by our arithmetic a house built in the median 1984 year passed that mark long ago.

What a roof inspection checks
On the 4-point form, the roof section lists the covering material, the roof's age, its remaining useful life, the last roofing permit date and whether a replacement was full or partial. The inspector then writes down damage: cracking, curling, heavy granule loss, exposed felt, missing or cracked tabs, soft decking spots and visible leaks in the attic or on ceilings.

- Flashing and penetrations where leaks usually start
- Photos of each roof slope for your insurer
A wind mitigation inspection is separate. Form OIR-B1-1802 asks about roof deck attachment, roof-to-wall connections and sealed roof deck, items hidden in the attic. It stays valid up to five years if nothing material changes on the structure.
Timing
When to order an inspection
Order one when you buy or sell, when an insurer letter questions roof age, or after a storm. Irma in 2017 affected 4,939 of 7,125 assessed residential structures in Seminole County, and Ian in 2022 affected 3,058. Roofs that old homes carry through such storms are worth a look afterward.
Roof permits in Forest City come from the Seminole County Building Division, because this is an unincorporated area. Confirm any permit requirement with that office before work starts.

Your insurer has to accept whoever performs the inspection for them to count as an authorized inspector. That includes a licensed home inspector, a certified building code inspector, a licensed general, building, residential or roofing contractor, a professional engineer, an architect, or anyone else the insurer recognizes as qualified. How long is a wind mitigation inspection good for?
The current form, OIR-B1-1802, is valid for up to five years provided no material changes have been made to the structure and no inaccuracies are found on it. The median year built for Forest City homes is 1984, but that describes the homes, not their roofs, and a roof falls under the 2007 exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009. Your insurer decides how it applies any wind credits, and the state says those apply only to the hurricane-wind portion of your policy.
