New construction ยท Haines City

New construction roofing in Haines City, FL

In Haines City, 32.6 percent of homes were built in 2010 or later, according to the 2024 American Community Survey five-year estimates. That makes new construction a large share of local roof work. If you are building a home here, the roof is usually installed during a set sequence of inspections, and the permit and the code edition you fall under both matter.

Code edition timing

Which code edition your Haines City new-build permit falls under

Haines City permits filed before the Ninth Edition date fall under the Eighth Edition of the Florida Building Code, which took effect December 31, 2023. Plans filed on or after December 31, 2026 must follow the Ninth Edition. Because Haines City grew 67 percent between 2020 and 2025, many current plans will be filed well before that cutover, so your filing date decides which rules apply.

Permits for Haines City work go through the City of Haines City Building Division, which handles plan review and the tracking and permitting of construction. Confirm the current edition and filing requirements with that office before you submit plans.

Roof assembly rules

Deck and underlayment rules for a new Haines City roof

The code sets how the deck is fastened before any shingles go on. Roof sheathing uses ring shank nails, with RSRS-03 nails specified at 2 1/2 inches long. Smaller nails are allowed only where the sheathing is 15/32 inch or thinner.

  • Polymer-modified bitumen laid over the whole deck, or
  • A 3 3/4-inch membrane strip over every deck joint with approved underlayment across the roof, or
  • Two layers of approved felt underlayment fastened to code spacing.

Shingle roofs also need drip edge at the eaves and gables, fastened at 12 inches on center. On a home with a mean roof height above 33 feet, or in winds of 110 mph or more, the spacing tightens to 4 inches on center. Haines City homes are mostly in the lower-height range, but the building official will confirm which applies to your plans.

Inspection order

Scheduling the roof with the Haines City build and its inspections

The roof is not finished on its own schedule. Framing inspection happens after the roof, all framing, fireblocking and bracing are in place. Sheathing is inspected either as part of a dry-in inspection or separately once all roof and wall sheathing and fasteners are complete. Roofing is inspected last, before final.

Florida rules require a Notice of Commencement recorded and posted on site before the first inspection. A builder who skips it may end up paying twice for the same work.

Questions

New construction roofing in Haines City: questions

Do lenders check inspections on a new Haines City roof?

Lenders on a new build usually want inspection results before they release funds. Haines City has plenty of recent construction, since 33 percent of local housing units were built 2010 or later, and each new-build roof moves through framing, sheathing and roofing inspections in sequence. Ask your lender which inspections must be complete before funds are released, and confirm the inspection order with the City of Haines City Building Division.

What is the 25% rule for roofing in Haines City?

The 25 percent rule limits repair or replacement of a roof section in any 12-month period unless the entire roof covering is replaced. It applies to existing buildings, so a brand-new Haines City home under construction is governed by the new-build sequence instead. Confirm how it applies to your project with the City of Haines City Building Division.

Can my builder install my Haines City roof itself?

A general contractor may install asphalt or fiberglass shingles on a new building it constructs, but tile, metal and membrane roofs must go to a certified or registered roofing contractor. In Haines City, where 13,711 housing units were counted in the ACS 2024 estimates, that difference matters for the 32.6 percent of homes built since 2010. Ask to see the roofing certificate or registration before work begins.

What does the builder warranty cover on a new Haines City roof?

Florida law requires a builder to warrant a newly constructed home for one year against construction defects of equipment, material or workmanship that violate the Florida Building Code. The one-year period runs from original conveyance or initial occupancy, whichever comes first. A Haines City home built since 2010 may still fall inside that window if the sale or move-in was recent. Damage from a natural disaster, owner-caused problems and ordinary aging are outside it.
