New construction ยท Eagle Lake
New construction roofing in Eagle Lake, FL
18.7 percent of homes in Eagle Lake were built in 2010 or later, according to the 2024 American Community Survey five-year estimate. That is a real share of newer houses, and a new roof on one of them follows the current code. The rules that matter for a new roof here are the code edition, the deck and underlayment requirements, the product approval on the permit, and the inspections that have to happen in order.
Updated October 2026

Our workCode edition
Which code edition your new Eagle Lake roof permit falls under
Florida's Eighth Edition of the Building Code, dated 2023, became enforceable on December 31 of that year. The Ninth Edition takes effect on December 31, 2026. Any permit application submitted on or after that date must follow the newer edition, so the date you file matters more than the date you sign a contract.
Eagle Lake homes built since 2010 were almost all permitted under the Florida Building Code, not the older Standard Building Code. The code moved to Florida-wide rules on March 1, 2002, so the 2010 and later homes in this town sit on the statewide system. Confirm the edition on your own permit with the City of Eagle Lake Building Department.
Deck and underlayment
Deck, underlayment and fastening on a new roof in Eagle Lake
Roof sheathing has to be nailed with ring shank nails. The standard named is RSRS-03, sized 2 1/2 inches by 0.131 inches, and RSRS-01 or RSRS-04 is allowed where the sheathing is 15/32 inch or thinner. Those are the nails the inspector will look for at the sheathing inspection.
For a shingle or metal roof, the dry-in has three approved options. You can cover the whole deck with self-adhering polymer-modified bitumen underlayment, or put a strip of membrane or tape over each deck joint and then an approved underlayment over the roof, or lay two layers of felt-type underlayment fastened with caps. The option you pick has to appear on the permit drawings.
- Drip edge at eaves and gables, fastened no more than 12 inches on center in most areas.
- Drip edge fastened no more than 4 inches on center where design wind speed is 110 mph or more.
- Tile only over solid sheathing unless tested otherwise.
Inspections and timing
Timing the roof work around the construction schedule and each required inspection
The required inspections run in a fixed order: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, then final. The roof covering inspection cannot happen until the framing and sheathing inspections have passed. Plan the roofing crew around those approvals, not the other way around.
Once a permit is issued, work has to start within 6 months, or it becomes invalid. A permit is treated as active when it has an approved inspection within 180 days. Gutters are also required on most new homes, and downspouts must discharge at least 1 foot from the wall, so ask the builder who is installing them.
Questions
New construction roofing in Eagle Lake: questions
What is the new law in Florida about roofs?
Under Fla. Stat. 553.837, effective July 1, 2025, a builder must stand behind a new home for one year against equipment, material or workmanship defects that result in a material Florida Building Code violation. The warranty does not cover normal wear and tear, settling, owner-caused defects or a natural disaster. In Eagle Lake, where 18.7 percent of homes were built in 2010 or later, this applies to recent builds. Request the builder's terms in writing and compare them line by line with the statute.

Who can install the roof on a new house in Eagle Lake?
A general or building contractor generally has to subcontract roofing work unless it holds a state roofing certificate or registration. A builder may install asphalt or fiberglass shingles itself, but only on a new building of its own construction. In Eagle Lake, where 18.7 percent of homes were built in 2010 or later, many new roofs will fall under that builder exception or a certified roofing subcontractor. Check any contractor's license with the state before you sign.

Does a new roof in Eagle Lake need a state-approved product?
Florida law places roofing among the categories that require statewide approval. A product may not be sold as hurricane or wind-debris protection unless it is approved. You can look up the product approval number through the Florida Building Commission search by FL number, manufacturer or code version. In Eagle Lake, where 39 percent of housing units were built before 1980, a newer roof on an older home should still show that approval number on the permit paperwork.

Does the roof need a permit at the City of Eagle Lake Building Department?
Roof permits here are handled by the City of Eagle Lake Building Department. Confirm the current forms, fees and application steps with the department directly. Ask which code edition applies to your filing date and whether a private provider may be used. Eagle Lake has 1,435 housing units in the 2024 estimate, so the department handles a steady stream of filings.
