Census estimates put Davenport at 18,110 people in July 2025, up from a base of 9,297. That is growth of 94.8 percent. Polk County added 149,748 people from April 2020 to July 2025, the most of any Florida county in that file. Builders in Davenport are working in a market that does not slow down.

Anything submitted on or after December 31, 2026 falls under the Ninth Edition. Sheathing nails on a new house must be ring shank. The residential code calls for 2 1/2 inch by 0.131 inch nails with a 0.281 inch head, or the smaller listed types where the sheathing is 15/32 inch or thinner. Ask your builder which nail the framing crew is using, because the sheathing inspection checks the fasteners.

For shingle and metal roofs the code gives your builder three ways to dry in the deck. The first is self-adhering membrane across the entire deck. The second tapes every deck joint with a strip at least 3 3/4 inches wide, then covers the roof with approved underlayment. The third is two layers of felt-type underlayment nailed 12 inches apart in the field and 6 inches at the laps.

Metal edging sits on top of the underlayment along the eaves and the gable ends. Its fasteners may be spaced 12 inches apart. Where the design wind speed is 110 mph or more, or the mean roof height is above 33 feet, the spacing tightens to 4 inches. Tile installs per the manufacturer's instructions or the FRSA/TRI Florida high wind manual, and only over solid sheathing unless tested otherwise.

Inspections run in a fixed sequence, and the roofing one comes fifth of six: after foundation, framing, sheathing and exterior wall coverings, before the final. Dry-in, insulation, coverings and flashing are checked at that stop. Shingles cannot start until the sheathing passes, so book the roof crew around that date. Davenport permits and inspections run through the City of Davenport Building & Planning Department.

Florida lets a permit lapse after 6 months without a start, or 6 months of stopped work. An approved inspection within 180 days counts as active progress. With 4,532 housing units in the city and many lots changing hands, a stalled lot can run that clock out before the roof goes on.

A general contractor building a new house may put on the asphalt or fiberglass shingles himself. Tile, metal and membrane work must go to a state-certified or registered roofer, and a general contractor cannot advertise as a roofer without that license. Under Fla. Stat. 553.791, an owner may also choose a private provider for plan review or inspections, in writing.

Who is allowed to put the roof on a new house in Davenport?

It depends on the roof type. Under Fla. Stat. 489.113(3), a general, building or residential contractor may install asphalt or fiberglass shingles itself only on a new building of its own construction. Tile, metal and membrane roofing must go to a roofing contractor holding a state certificate or registration. In Davenport, where 71 percent of housing units date from 2010 or later, that split decides who signs your roofing contract. Check the license before work starts.

Does a new Davenport home still have a builder warranty on the roof?

Florida now requires one, with limits. Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a new home for 1 year against defects in equipment, material or workmanship that cause a material Florida Building Code violation. The year runs from transfer of title or first occupancy, whichever comes first. It excludes normal wear and tear and natural disasters. Since 71.2 percent of Davenport homes are 2010 or newer, many owners are past that first year.

What is the 25% roof rule in Florida?

It limits partial work on an existing roof. Under FBC-Building 1511.1.1, no more than 25 percent of the roof area or section may be repaired, replaced or recovered in any 12-month period unless the whole roof or section is replaced. An exception covers roofs built or repaired under the 2007 Florida Building Code or later, where only the repair must meet current code. Davenport's median home dates to 2015, so many roofs here likely fall under that exception.

Do I need a Notice of Commencement for a new roof in Davenport?

Usually yes. The Florida Building Code has the permit card warn the owner that skipping a recorded Notice of Commencement may mean paying twice for the improvements. Recording and posting must happen before the first inspection on site. Under Fla. Stat. 713.135(1)(e), the permitting office asks for a copy before that inspection when the contract is above a set amount.
