Roof inspections in Belleair, FL

Mobile homes make up 1.3 percent of Belleair's housing units, so nearly every roof here is on a site-built house. Of those homes, 87.6 percent were built before 2000. Many have had at least one reroof, and the age of yours decides which inspection you need.

Housing age

Why roof age matters in Belleair

The median Belleair home was built in 1974, and 64.7 percent were built before 1980. That says nothing about when any one roof was replaced. It does suggest that many roofs here have been redone once or twice, so the date on your last permit matters more than the date on your deed.

Florida's 15-year rule is the reason. Under Florida rules, a homeowner's policy cannot be refused or non-renewed by an insurer solely because the roof is under 15 years old. Once the roof is 15 or older, you may have an authorized inspector check it at your own expense. If the report shows 5 or more years of useful life left, the insurer may not drop you for age alone.

With 91.1 percent of Belleair homes owner-occupied, most readers deal with the insurer directly. What your policy covers is set by your insurer or agent. An inspection report gives you facts to bring to that conversation.

Inspection scope

What a roof inspection checks

Forms drive an inspection done for an insurer. The roof section of the 4-point form records covering material, roof age, remaining useful life, date of the last roofing permit, and whether the replacement was full or partial. Citizens requires this form for homes more than 20 years old, which covers most of Belleair.

  • Cracking, curling or cupping of shingles
  • Shingles that have shed most of their granules, showing bare asphalt or felt
  • Missing, loose or cracked tabs or tiles
  • Soft spots in the decking
  • Signs of leaking in the attic or on ceilings inside the home

A separate wind mitigation inspection, on form OIR-B1-1802, looks at attic items you cannot see from the ground, such as roof-deck attachment and roof-to-wall connections. The form stays valid for up to five years if nothing about the structure changes.

Timing

When to order an inspection in Belleair

Get one before a purchase or sale, after a storm, or once your insurer writes to you about the age of the roof. Hurricane Hermine in 2016 put a 3.0 ft storm tide at Clearwater Beach, and wind-driven rain finds weak spots in older roofs. Citizens asks for proof of five years of remaining life on shingle roofs older than 25 years, or on hard roofs such as metal or tile older than 50.

Roofing work in town goes through the Belleair Building Department. A repair that touches too much of the roof can trigger the 25 percent rule, which requires replacing the whole roof section if more than 25 percent is repaired in 12 months. Confirm your case with that office.

Be careful with door-to-door offers. Under Florida Statute 489.147, a contractor may not offer anything of value for a roof inspection or advise you on coverage. Check coverage questions with your insurer before signing any contract.

Questions

Roof inspections in Belleair: questions

What is the 15 year roof rule in Florida?

It limits how insurers treat roof age under Florida Statute 627.7011(5). A roof under 15 years old is not, by itself, a lawful reason for an insurer to refuse or non-renew a policy. For a roof 15 or older, you may hire an authorized inspector at your expense. Where an inspection finds 5 or more years of useful life remaining, age alone is not a basis for the insurer to refuse or non-renew. In Belleair, 87.6 percent of homes were built before 2000, so many owners will meet this rule.

Who can do my roof inspection for an insurer?

An authorized inspector is one your insurer approves. The list includes licensed home inspectors, certified building code inspectors, licensed roofing or general contractors, engineers and architects. For Citizens, a contractor, building code inspector or Florida-licensed home inspector must sign the roof form and attach photos of each roof slope. With 91.1 percent of Belleair homes owner-occupied, ask your agent which inspectors your insurer accepts before you hire anyone.

What is the 25% roof rule in Florida?

Under the Florida Building Code, no more than 25 percent of a roof section may be repaired, replaced or recovered in any 12-month period unless the whole section is replaced. The exception applies to a roof that itself was built, repaired or replaced under the 2007 Florida Building Code or later. For homes in Belleair, where the median build year is 1974, confirm how your roof's history applies with the town Building Department.

How long is a wind mitigation inspection good for?

Form OIR-B1-1802, the current version, stays valid for up to five years provided the structure has had no material changes and no inaccuracies turn up on it. It records roof covering, roof-deck attachment, roof-to-wall connections and opening protection. Your insurer decides what any discount is worth, so ask your insurer or agent. Pinellas County's Hurricane Hermine storm tide of 3.0 ft at Clearwater Beach is one reason owners here ask about it.
