Code edition

Which code edition your Manalapan permit faces

The median Manalapan home dates to 1979, about the same age as the county pattern, so most of what surrounds a new build was roofed under much older rules. Your new roof is judged on current code, not on what the neighbors have. Confirm permit steps with the Town of Manalapan Building & Zoning office.

The High Velocity Hurricane Zone covers just Miami-Dade and Broward counties, which means Palm Beach County is not part of it. That means no Miami-Dade style NOA is needed here. The roofing product still needs statewide Florida product approval, and the approval numbers go on your permit paperwork.

Timing matters. An application submitted on or after December 31, 2026 must meet the Ninth Edition. If your plans are close to that date, ask the building office which edition applies before you file.

Roof build-up

Deck, underlayment and dry-in on a new roof

The code offers three methods for drying in a shingle or metal roof. One is self-adhering membrane over the whole deck. Another is a strip of membrane or tape over every deck joint, then underlayment on top. Under the third method, you lay two layers of felt-type underlayment, with fasteners spaced 12 inches apart across the field and 6 inches apart at the laps.

Sheathing is nailed with ring shank nails, and the code names a 2 1/2 inch by 0.131 inch size for most decks. Shingle drip edge goes over the underlayment, fastened at most 12 inches apart, or 4 inches apart where design wind speed or roof height crosses the code limits. On an island beside the Atlantic, ask your builder which limit applies to your plans.

Roofs with eaves projecting less than 6 inches need gutters with downspouts. Keep every downspout discharging no closer than 1 foot from the wall.

Inspectors proceed in a fixed order: foundation first, then framing, sheathing, exterior wall coverings, roofing, and finally the final inspection. The roofing inspection covers dry-in, flashing and roof coverings. You cannot cover the sheathing before it passes, so the roofer waits on the inspector, not the other way around.

A builder can put on asphalt shingles personally only when the building is new and the builder constructed it. Tile, metal and membrane roofs must be handled by a contractor holding a certified or registered roofing license. Record the Notice of Commencement and post it on site before the first inspection, or you risk paying twice.

Does a new home in Manalapan need Miami-Dade product approval for its roof?

Palm Beach County lies beyond the High Velocity Hurricane Zone, which takes in just Miami-Dade and Broward. Your roofing product still needs Florida statewide product approval, and the approval number belongs on the permit application. To check any product, search its FL number through the Florida Building Commission's lookup tool. Ask the Town of Manalapan Building & Zoning office what paperwork it wants at submittal.

Which Florida Building Code edition applies to a Manalapan new build?

The 2023 Eighth Edition took effect December 31, 2023 and governs permits filed now. Applications and plans submitted on or after December 31, 2026 fall under the Ninth Edition. Only 11 percent of Manalapan homes date from 2010 or later, so a new roof is judged against code far newer than most neighbors' roofs. Confirm your filing date with the building office.

Does the 25 percent roofing rule apply to a brand new roof?

No. The rule applies to existing roofs. It says no more than 25 percent of a roof may be repaired or replaced in any 12-month period unless the whole roof covering is replaced. Since the median Manalapan home dates to 1979, many existing roofs have been redone, and the rule matters for those. A new build is roofed to current code from the start.

Does a builder warranty cover my new Manalapan roof?

For newly built homes sold on or after July 1, 2025, the builder must back the home for 1 year against equipment, material or workmanship defects that create a material Florida Building Code violation.
