New construction roofing in Haverhill, FL

Only 14.3 percent of Haverhill's homes were built in 2010 or later, which means most roofs here are older than the newest builds. New roofs on new homes still follow the building code in force on the day the permit is submitted. The Town of Haverhill Building Department issues those permits, so start there before you order materials.

Permits and code

What the Haverhill permit clock and code edition mean for a new build

Your permit application sets which code edition applies. The Ninth Edition governs any application filed on or after December 31, 2026. Applications before that date stay under the 2023 Eighth Edition. Settle the date with your builder before drawings are submitted.

A permit does not last forever. Once issued, the permit lapses if you have not begun work within 6 months, or if work halts for a full 6 months. To keep active work moving, you must pass an approved inspection within 180 days. Haverhill's permit office keeps the official rules, so confirm dates with the Town of Haverhill Building Department.

Roof assembly

Deck, underlayment and drip edge on a Haverhill new roof

Palm Beach County is not in the High-Velocity Hurricane Zone, so the HVHZ roofing rules do not govern a Haverhill build. The statewide code still sets how the deck is fastened. Roof sheathing uses specified ring shank nails, and the nail type depends on sheathing thickness.

  • Choose one of three dry-in methods: full self-adhering membrane, taped deck joints with an approved underlayment, or two layers of felt-type underlayment.
  • Fasten drip edge at eaves and gables, every 12 inches or closer, and every 4 inches where wind speed or roof height is higher.
  • Install tile only over solid sheathing and follow the manufacturer's instructions.

Inspections and timing

Scheduling the roof with the Haverhill build and inspections

The roof comes after framing and before the final. The roof sheathing inspection can be done as part of a dry-in inspection, or separately once all sheathing and fasteners are complete. Ask your builder to request it before any covering goes on.

Questions

New construction roofing in Haverhill: questions

Do I need a licensed roofer for a new home in Haverhill?

Usually yes. If a general contractor lacks its own roofing certification or registration, the roofing job must be assigned to a subcontractor. Asphalt or fiberglass shingles on a new structure that the contractor erected personally are the only exception. Work on tile, metal, or membrane roofs must be assigned to a roofing contractor who holds certification or registration. Check the license before work starts, and confirm details with the Town of Haverhill Building Department.

What builder warranty applies to a new Haverhill roof?

Under Florida law, a builder must back a newly built home for 1 year against construction defects that break the Florida Building Code. The year starts at original conveyance of title or initial occupancy, whichever comes first. Haverhill has a sizable stock of older homes, with the median home in the area built around 1984 (margin of error ±4), so newer roofs are compared against a long history of local construction. That coverage does not reach ordinary wear, settling, defects the owner caused, or damage from natural disasters. For the precise conditions, look at the terms written in your purchase contract.

Can I use a private provider for my Haverhill roof inspections?

Yes. The fee owner, or the contractor with written authorization, may choose a private provider for plan review or inspections. Whoever provides the service must hold a license as a building code administrator, engineer, or architect. Your local building department still keeps the permit record.
