Apopka owners and the 15-year roof line

Apopka's homes are young by county standards, with a median build year of 2002, but a house at that median that kept its original roof now has a covering past 20 years old. At that point an owner meets three separate roof tests, each written down where you can read it:

  • The 15-year rule, Fla. Stat. 627.7011(5): under 15 years, roof age alone is not a reason to refuse or non-renew a homeowner's policy. At 15 or more, the insurer must allow an inspection at your cost before requiring a new roof, and 5 or more years of remaining life keeps age from being the sole reason to drop you.
  • Citizens' 4-point inspection: required on applications for homes more than 20 years old, with a roof section that records age, remaining life, the last roof permit and damage.
  • Citizens' roof-age line: shingle roofs over 25 years and tile or metal roofs over 50 need documentation of at least five years of remaining life.

Mobile homes are 2.4% of Apopka's housing. Senate staff note the 15-year statute does not apply to mobile home policies, while Citizens' 4-point requirement still reaches mobile home applications on properties over 20 years old.

OIR-B1-1802 (Rev. 04/26) took effect April 1, 2026 and stays valid for up to five years unless the structure changes materially. Its questions follow the roof from the outside in: the code era it was built under, the wind region for the address, the slope, the covering, how the deck is nailed, how the roof is tied to the walls, whether it is a hip roof, and whether the deck is sealed. A roof counts as hip only if non-hip features are no more than 10% of its perimeter.

For a 2002 Apopka house, the code-era question is the interesting one, because the form separates FBC 2001/2004 roofs from FBC 2007 and later. The attic answers, deck nails and roof-to-wall connectors, need someone up there with a camera; the roof-to-wall scale runs from toenails to clips to single and double wraps. The City of Apopka Building-Safety Department's inspections are a different thing: they check permitted roof work at dry-in and at the end.

Why does a roof inspector need to get into my Apopka attic?

Because the wind mitigation form asks about things only the attic shows: how the roof deck is nailed, what ties the trusses to the walls, and whether the deck seams are sealed. The form grades deck attachment from staples or 6d nails up to 8d nails at 6 inches in the field, and roof-to-wall connections from toenails through clips and wraps.
