Where Port Salerno roofs fail in a storm
Martin County Fire Rescue reported several homes damaged near SE Federal Highway and SE Colonial Drive after Milton's tornadoes. A tornado lifts roof edges and ridge first. Once the covering is gone, water follows the opening into the attic.
Ridge vents are a weak point. FEMA notes that losing them exposes large openings in the roof deck, and its example house had collapsed ceilings with only the ridge shingles and vent missing. Soffits also fail often, and the water they let in can be significant.
Leaks also follow flashing. The code calls for it at wall and roof intersections, slope changes, and openings such as vent pipes. Check those spots first, along with missing or cracked tabs and soft decking.

What the 25% rule means for repair versus replacement here
Within any 12-month period, Florida caps patching at 25 percent of a roof or roof section. If repair costs pass that cap, you have to replace the whole roof section instead. A roof that was itself built, repaired or replaced to the 2007 code or a later edition gets a break: for such a roof, only the patched area must meet today's code.
Martin County's median home was built in 1984, close to the county's 1986. That is a fact about homes, not roofs, so it does not tell you your roof's code edition. Ask what year the roof itself was last replaced.
If a roofer calls your damage a repair, ask how much of the roof section it touches. Martin County is not in the High Velocity Hurricane Zone, so the standard Florida Building Code rules apply.

Staying safe and getting the permit right
Stay off a damaged roof and away from sagging ceilings. Photograph the damage from the ground and inside. Tarp openings only if you can do it without climbing. Hurricane season runs June 1 to November 30, so a patch may face another storm soon.
Roof permits here come from the Martin County Building Department, because Port Salerno is unincorporated. The code lets the building official approve ordinary minor repairs without a permit, so confirm with that office before work starts.
