Where Stuart roofs leak after a storm
Recent hurricane-center reports put numbers on the risk. Matthew's 2016 pass brought a 53-knot gust and 2.45 inches of rain to Witham Field, and the highest sustained wind on Nicole's landfall coast in 2022, 54 knots, was measured at the House of Refuge station in Martin County.
Wind lets water in through the covering first. FEMA's assessment teams name covering damage as a primary source of water intrusion; in one FEMA case, ceilings came down when the only roof damage was missing ridge shingles and a ridge vent. Failed soffits let in water too.
Everyday leaks trace the flashing. The code requires it where a wall meets the roof, at every change of slope or direction, and around openings, so on a Stuart house from around the 1982 median year, the pipe boots, wall flashing and valleys deserve the first look.

Stuart's permit list and the quarter-roof limit
Stuart's Emergency Permitting page lets listed urgent jobs, such as a water heater or A/C replacement, start before a permit, with the application due the next business day. Roofing was not on that list when we read it on October 5, 2026, so ask the City of Stuart Building Division before a roof repair starts. Martin County's storm guide says a temporary tarp needs no permit, but Stuart permits its own work, so confirm with the city.
Ordinary minor repairs skip the permit only with the building official's approval (FBC-Building 105.2.2), and a non-contractor may take only casual, minor jobs below a set contract price (section 489.103(9)).
The limit that matters most is the 25 percent rule. Repair or replace more than a quarter of a roof or roof section within 12 months and the code wants the whole section brought to current standards, unless the existing roof was built to the 2007 Florida Building Code or later (R908.1.1; section 553.844(5)). That code took effect March 1, 2009, so a Stuart roof installed before then does not get the exception.

Do I need a permit for a small roof repair in Stuart?
It is the building official's call. Florida's code lets ordinary minor repairs go without a permit only with that official's approval, and inside Stuart the official sits at the City of Stuart Building Division. The city's Emergency Permitting page lists repairs that may start before a permit, and roofing was not on it on October 5, 2026. Anything that crosses the 25 percent line, a quarter of a roof section in 12 months, is no longer a small repair.

What should I check on my Stuart roof after a hurricane?
Start with the damage list Florida's largest insurer gives its inspectors: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing or loose tabs or tiles, soft spots in the decking, hail marks, and leaks in the attic or on ceilings. Then walk the ridge and the edges, where FEMA keeps finding the first failures. Isaias put 42 knots of sustained wind on Stuart Beach in 2020; after any storm that strong, look at the ridge vent first.

Why does my Stuart roof have black streaks?
Most dark streaks on shingles are algae, usually Gloeocapsa magma, and the asphalt roofing trade group says it is most widespread in warm, humid places like Florida's coast. A shingle maker reports no evidence that it hurts shingle performance; it is mostly cosmetic. Stuart sits on the St. Lucie River and the Indian River Lagoon and averages 62.72 inches of rain a year, so streaks come back. Both sources say never to pressure-wash a shingle roof, which strips granules; a mild bleach-and-water rinse may lighten streaks for a while.
