Which code edition applies to a new Palm City roof

Palm City is unincorporated, so the Martin County Building Department issues the permit. It reviews your plans against the Florida Building Code, Eighth Edition (2023), which took effect December 31, 2023. The Ninth Edition becomes effective on December 31, 2026. Any application submitted on or after that date must comply with it.

Timing matters if your plans are still being drawn. A permit application filed on December 30 and one filed on January 4 face different rules. Ask the building office which edition your submittal date falls under. Martin County is outside the High Velocity Hurricane Zone, which covers Miami-Dade and Broward only. The stricter Miami-Dade product rules for that zone do not automatically apply here.

Deck and dry-in

The code ties the deck to the roof above it. Sheathing must be fastened with ring shank nails, 2 1/2 inches long by 0.131 inch, in the standard case. Then the roof must be dried in one of three ways. You can cover the whole deck with self-adhering underlayment. You can tape every deck joint and add an approved underlayment over the top. Or you can lay two layers of felt-type underlayment with ring or deformed shank cap nails.

Roofing is a mandatory statewide product-approval category under Florida Statute 553.842. Your permit application lists the approved product, and you can check a Florida product number in the Florida Building Commission lookup. Shingle roofs also need drip edge fastened at 12 inches on center, or 4 inches where wind speed or roof height requires it. Tile follows the manufacturer instructions or the FRSA/TRI manual, over solid sheathing.

If you want metal, the same rules apply. Metal and tile go to a certified or registered roofing contractor. A builder may self-perform asphalt shingles only on a new building of its own construction.

The code lists the inspections in order: foundation, framing, sheathing, exterior wall coverings, roofing, final. The sheathing inspection can double as the dry-in check. The roofing inspection then covers dry-in, insulation, roof covering and flashing. Plan your roofer's start date around the sheathing sign-off, not just the truss delivery.

Two clocks run once you have a permit. The permit goes invalid if work does not start within 6 months of issuance. Work that sits suspended for 6 months also voids it, so a stalled lot in Palm City can lose its permit. Record the Notice of Commencement before the first inspection, since the permit card warns owners about paying twice without it. You may also hire a private provider for plan review or inspections, with written owner authorization.

Does a new Palm City home get a builder warranty on the roof?

Since July 1, 2025, a builder must warrant a newly constructed home for 1 year against defects in equipment, material or workmanship that cause a material Florida Building Code violation. The clock starts at the first of two dates: when title transfers to you or when you first occupy the house. The statute carves out wear and tear, settling, owner-caused defects and natural disasters. Do new Palm City roofs need gutters?

Often yes. Whether your plans need them depends on the eaves. Where the horizontal projection is under 6 inches, the residential code calls for gutters with downspouts, with exceptions for gable end rakes and for a roof above another roof. Water covers 15.4 percent of Palm City's area, so where that downspout water lands near the foundation deserves a look on your plans. The code wants discharge at least 1 foot from the sidewall.

Who gives the permit for a new roof in Palm City?

Does the 25 percent roof rule apply to a brand-new roof?

No, the 25 percent rule does not apply to a brand-new roof, because a new building has no existing roof and is built to the code edition in force at permit. The rule limits repairs, replacement or recovery to not more than 25 percent of the roof area or roof section in any 12-month period unless the entire roof or roof section is replaced or recovered. An exception applies if the roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, and then only the repaired part must meet the current code. The median year homes were built here is 1993, so many homes predate that code.
