Who permits a commercial roof in Palm City
Palm City is unincorporated, so the Martin County Building Department issues your roof permit, not a city office. The special hurricane zone covers Miami-Dade and Broward only, and Martin County is outside it. The Miami-Dade Notice of Acceptance route and the HVHZ roofing permit application do not govern your job.
The statewide Florida Building Code does apply. Its Eighth Edition took effect December 31, 2023, and the Ninth Edition covers applications filed on or after December 31, 2026. Roofing products must carry statewide approval, and you can look each one up by its FL number in the Florida Building Commission search.

Low-slope systems, drainage and wind edges
Many small commercial buildings here carry low-slope roofs: built-up, modified bitumen, or single-ply such as TPO or PVC. The code sets a minimum slope of one-fourth unit in 12 for new work. Stuart averages 62.72 inches of rain a year, so drainage matters more than the membrane brand.
Florida defines positive drainage as water clearing the roof within 48 hours of rain. A parapet that can trap water calls for secondary overflow drains or scuppers. If your existing roof ponds after a storm, ask for a structural review before any recover.
Edge metal on low-slope roofs has to pass ANSI/SPRI ES-1 or RAS 111 testing. Edges are where wind starts peeling a membrane. Ask each bidder to name the edge product and its test.

- A recover is barred over a soaked roof or one with two or more existing coverings.
- Product names with FL approval numbers you can check yourself.
- The permit applicant named, and who records the Notice of Commencement.
- Who handles rooftop equipment if it must be moved.
Verify the roofing contractor's state license yourself. A general contractor may not hold itself out as a roofer without roofing certification or registration, and must subcontract roofing work otherwise. Permits also expire if work does not start within 6 months.

Sometimes. The code bars a recover when the existing roof is water soaked or deteriorated, has two or more coverings, or has blisters that are not cut and secured. It also bars recover over wood shake, slate, clay or cement tile.
