Hurricane Milton in 2024 sent a 50 kt gust across Inverness airport and dropped 6.03 inches of rain there, with 7.21 inches at a gauge 1.6 miles southeast. Wind lifts shingles and vents, then rain finds the opening. Most repairs here start at a specific weak point.

Where Inverness roofs fail in a storm

Federal storm assessment teams have found that damaged roof covering is a primary way water gets into houses in high wind. Lost ridge vents are a common case: they leave large openings in the roof deck. One FEMA example house had collapsed ceilings even though the only roof damage was missing ridge shingles and ridge vent.

Leaks also follow the places the code requires flashing: where a roof meets a wall, where the slope changes, and around pipes, chimneys and other openings. With a median build year of 1987, many Inverness roofs are likely on their second or third covering, and old flashing is often where they let go.

Soffits have a poor record in hurricanes, and a failed soffit often means real water intrusion. Houses built before the 2007 Florida Building Code were not required to resist wall-level wind loads there. Since 78.5 percent of Inverness homes predate 2000, check soffit and fascia during any repair.

Rain compounds the wind. Hurricane Irma in 2017 left 8.20 inches at Inverness Pool, and Citrus County has twice been declared a FEMA disaster area for storms in this decade and the last.

Repair or replace: what the 25% rule decides

The code limits patching to 25 percent of a roof or roof section in any 12-month period. Past that, the whole roof or section must be replaced or recovered. That is the main legal line between repair and replacement in Florida.

There is one exception. If your roof was built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired portion must meet current code. A local government may not change that exception.

A roof repair means renewing part of a roof to maintain it. Replacement means removing the covering, fixing damaged decking and installing new covering. In Inverness, the city issues roof permits, and the county's re-roof rules call for inspection photos of drip edge, flashing, penetrations and all roof planes. Whether a small repair needs a permit is the building official's call, so ask first.

What to do safely after a storm

  • Stay off the roof. Look from the ground for missing shingles, lifted ridge caps and bent flashing.
  • Check the attic with a flashlight for damp decking or daylight through the sheathing.
  • Photograph ceiling stains and any debris on the roof before anything is moved.
  • Cover openings only from a ladder at the eave, never by walking on a wet roof.

How can you tell a good roofer in Inverness?

Ask for the license number and check it with the state before signing. Inverness handles roof permits through its own Community Development office, and the city posts a Roofing Affidavit form, so ask your roofer who signs and files it. Florida law also requires every residential roof contract to carry a bold notice telling you to check coverage with your insurer first. A roofer who skips that notice, or who offers anything of value for an inspection or a claim, is breaking the statute.

Do I need a permit for a small roof repair in Inverness?

Possibly not, but the building official decides. Florida code lets ordinary minor repairs proceed with the official's approval and no permit. Anything that reaches 25 percent of a roof section in 12 months is treated differently. Inverness runs its own permitting through Community Development, so call that office with your repair described before work starts.

What is the 15 year roof rule in Florida?

Under Florida Statute 627.7011(5), an insurer may not refuse to issue or renew a homeowner policy solely because the roof is less than 15 years old. When your roof reaches 15 years of age, the insurer has to allow an authorized inspector to evaluate it, with you paying for that inspection, before it can demand a replacement. Should an inspection find at least 5 years of remaining useful life, the insurer cannot deny coverage or decline to renew based only on how old the roof is. Why does my ceiling leak when only a few shingles blew off?

Often the leak is at a vent or flashing, not the missing shingles. FEMA found ceilings collapsed in a house whose only roof damage was lost ridge shingles and ridge vent.
