New construction ยท Melbourne Village

New construction roofing in Melbourne Village, FL

Only 3.1 percent of homes in Melbourne Village were built in 2010 or later, so most roofing work here is on older houses. New roofs on new builds still follow a set order of permits, deck work and inspections. Knowing that order keeps your schedule on track.

Code and timing

What edition of the code will govern your roof permit

The Eighth Edition of Florida's Building Code, issued in 2023, took effect on December 31, 2023. Permit applications and plan sets submitted on or after December 31, 2026 will be governed by the Ninth Edition. If your Melbourne Village plans will be filed near that date, ask the town which edition applies before drawings are final.

Melbourne Village states that roofing is not exempt from permits under HB 803, and permits are valid for one year with about 7 days of review. Build your schedule around that one-year clock, since a permit that is not started or pursued can lapse.

Deck and dry-in

Deck, underlayment and fastening for a new Melbourne Village build

Ring shank nails of the specified type hold the roof sheathing in place, and an inspector verifies that fastening when the sheathing is finished. A shingle or metal roof can be dried in through any of three methods the code allows. Each one puts a membrane or felt layer over the whole deck before the roof covering goes on.

  • Drip edge at eaves and gables, fastened no more than 12 inches on center, or 4 inches where the wind design speed is 110 mph or more.
  • Tile only over solid sheathing, installed to the manufacturer's instructions or the Florida tile installation manual.
  • Product approval numbers on the permit application, checked against the state approval lookup.

Gutters with downspouts are required where eaves project less than 6 inches, and downspouts must discharge at least 1 foot from the sidewall. Soffits should be fastened at the wall and the fascia, since wind-driven rain caused costly intrusion damage in the 2019 Florida storm reviews.

Inspection order

Booking your roof work alongside the build and its required inspections

The code lists inspections in order: foundation, framing with trusses and bracing, sheathing, exterior coverings, roofing, then final. In Melbourne Village, a roof inspection is the step that clears the new covering before the house can close out. Book the sheathing inspection before the roof covering is started, because the roofing inspection depends on it.

A roofing contractor must hold a roofing certificate or registration unless the builder is doing its own asphalt shingles on a new building it constructed. Ask any roofer to show that license before work starts. A private provider can also review plans and inspect for the owner if you choose that route.

Which building code edition applies to my Melbourne Village roof plans?

The Eighth Edition of Florida's Building Code, issued in 2023, took effect on December 31, 2023. Anything submitted on or after December 31, 2026 must meet the Ninth Edition. If you file near that date, ask the building office which edition applies to your submittal.

Who is allowed to install a roof on a new home in Melbourne Village?

Unless it has a roofing certificate or registration, a general or residential contractor has to hand the roofing work to a subcontractor. The exception is asphalt or fiberglass shingles on a new building the contractor constructed itself. Ask to see the roofing license before any work starts. Melbourne Village is a small community, and its homes were mostly built around 1963, so older roofs and new construction both come up often.

Does the builder have to cover roof defects after I move into a new home?

Under Florida law, a builder must guarantee a new home for 1 year against code-violating defects in equipment, material or workmanship. Normal wear, settling, defects the owner caused and natural disasters fall outside what the statute covers. Many homes in the area date from around 1963, so roof issues on older houses often come from age rather than construction defects. Read your purchase contract and confirm the terms with the builder.
