New construction roofing in Mulberry, FL
Only 11.3 percent of homes in Mulberry were built in 2010 or later, according to the 2024 American Community Survey. That means most roofs in town are older, and new roofs are the smaller share of the work here. If you are building new, your roof is part of the permit and inspection sequence, so the timing matters.

Code and timing
Which code edition applies to your roof permit in Mulberry
On December 31, 2023, the Eighth Edition of Florida's 2023 Building Code took effect. The Ninth Edition will be enforced starting December 31, 2026. Any permit application submitted on or after that date must follow the new edition, so a builder starting a Mulberry home near that date should confirm which edition applies with the Polk County building office.
A permit also has clocks. A permit lapses if work has not begun within 6 months of issuance, and it also lapses if work halts for 6 months. Work counts as in active progress only when it has passed an inspection within 180 days.
What the inspector checks
Rules for decking, underlayment and drip edge on new roofs
Sheathing has to be attached with the ring shank nails the code specifies, with sizes set by a named standard. Shingle roofs must use one of three dry-in options, such as a full self-adhering underlayment or two felt layers nailed at set spacing. Those checks happen before the roof covering goes on.
- Drip edge at eaves and gables, fastened at 12 inches on center or closer
- Lay tile only over solid sheathing, and do it the way the manufacturer specifies.
- Where eaves stick out less than 6 inches, install gutters, and route downspouts to discharge at least 1 foot from the wall.
Sequence and sign-off
Scheduling the roof with your Mulberry build and inspections
Plan the roof around the sheathing and dry-in inspections. The code allows the sheathing check to be part of the dry-in inspection or done separately after roof and wall sheathing are complete. Ask the crew which path they will request.
Products sold as wind or impact protection in Florida must carry state approval. You can check a product's approval number in the Florida Building Commission search, and the roofing category is mandatory for this approval.
Questions
New construction roofing in Mulberry: questions
What is the 25% roof rule in Florida?
The 25 percent rule says that no more than 25 percent of an existing roof's area can be repaired or replaced in a 12-month period unless the whole roof is replaced. In Mulberry, where only 11.3 percent of homes were built in 2010 or later, many roofs fall under this rule. A roof built to the 2007 code or later may get an exception. Reach out to the Polk County building office for confirmation before work starts.

How much does a new roof in Mulberry need to meet code?
The answer depends on the permit edition and your roof's design. In Mulberry, about 42 percent of housing units are mobile homes, so many roofing jobs here involve older structures rather than new builds. Homes built to new code still follow the current edition. Ask the Polk County office which edition applies to your application, and confirm the date your permit was submitted.

Who can install a new roof on a Mulberry home I am building?
On a new building you built yourself, you may put down asphalt or fiberglass shingles. A contractor needs to be either certified or registered to do roofing work involving tile, metal or membrane systems. A general contractor who lacks that certification or registration may not advertise as a roofer. Mulberry has grown quickly, with the 2025 Census Vintage estimate placing its population at 4,573 people, so demand for qualified roofers has risen with it. Before any work starts, look up a roofer's license status with the state.
