What the Florida code means for a new Fort Meade roof
The Ninth Edition of the Florida Building Code applies to any permit you file on December 31, 2026 or later. Any build in Fort Meade that is still in planning should check its submission date against that line. The current edition took effect December 31, 2023.
Roof permits here are issued by the City of Fort Meade Building Department, which handles building permits and building inspections. Call that office before you order materials to confirm which edition applies to your plans.
Install requirements
Include the deck, underlayment and drip edge in the scope of work for any new roof
The code sets fastening for roof sheathing. Ring shank nails are used, and sheathing thicker than 15/32 inch takes the 2 1/2 inch nail. Your roofer should be able to name the nail type on the permit.
- Full self-adhered polymer-modified bitumen underlayment over the deck
- A 3 3/4 inch membrane strip over each deck joint, then approved underlayment across the roof
- Two layers of approved felt, fastened at set spacing with ring or deformed shank caps
- Drip edge at eaves and gables, fastened at 12 inches on center or closer where wind speed or roof height is higher
Inspection order
Coordinate the roof installation with the overall construction timeline and each required inspection
The roof comes after framing is complete. The code lists the inspections in order: foundation, framing, sheathing or dry-in, exterior wall covering and soffit, roofing, and final. Plan the roofing crew around the dry-in inspection, because framing has to pass before the roof goes on.
A permit that goes unused can expire. Work must start within 6 months of issuance, and a permit stalled for 6 months is void. Ask the building office how the clock applies to your job.

What is the new law in Florida about roofs?
Since July 1, 2025, Florida Statute 553.837 requires a builder to warrant a newly constructed home for 1 year against construction defects in equipment, material or workmanship that violate the Florida Building Code. Coverage does not apply to normal wear and tear, settling, defects caused by the owner, or acts of God such as a natural disaster. Confirm the terms with your builder and the statute.

Can a general contractor install a new roof in Florida?
Hire a subcontractor holding a roofing certificate or registration whenever a general or residential contractor does not hold one itself. The exception is asphalt or fiberglass shingles on a new building the contractor built itself. Many roofing jobs in the 5225 population area of Florida are handled this way, since local crews are often brought in by builders. Verify the roofer's state license before you commit to a contract, and ask for the license number in writing so you can confirm it with the state licensing board.
