Only 5.4 percent of homes in Indian Shores were built in 2010 or later, according to the Census Bureau's five-year survey. As a result, the majority of roofs in this area are aging, and only a small share are newly built. If you are building new here, the roof is a permit, a deck and an inspection sequence that you need to schedule with the rest of the job.

Which office permits a new roof in Indian Shores

Indian Shores runs its own Building Department, so a new roof permit starts with the town, not Pinellas County. The town describes itself as a special flood hazard area, which means the plans reviewer will look at the roof alongside the flood requirements for the lot.

Pinellas permitting is split across many offices. Some neighboring cities send their permits to county services, so confirm with the Indian Shores office before you assume any other agency handles yours.

Code edition and deck rules for a new roof

Right now, the governing rulebook is the 2023 Florida Building Code, Eighth Edition. Beginning December 31, 2026, the Ninth Edition becomes mandatory, so every permit application filed on or after that day has to comply with it. If your plans will be filed near that date, ask the building office which edition they will apply.

Under the dry-in rules, a shingle or metal roof over a new Indian Shores deck can be covered one of three ways: a self-adhering membrane across the whole deck, tape over every deck joint with an approved underlayment on top, or two layers of felt-type underlayment fastened to a set spacing. Your roofer should pick one and show it on the plans.

Inspection order

Inspections run in a set order: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, and final. The roof coverings inspection comes after the sheathing is done, so the crew cannot finish shingles until the dry-in step has passed.

Permits also expire. A permit becomes invalid if work does not start within 6 months of issue, or if it sits suspended for 6 months, so a roof scheduled far after the framing can put the permit at risk.

Is a new roof in Indian Shores subject to the 25% roof rule?

The 25 percent rule applies to existing buildings, not to a brand new home. Your new roof on a new Indian Shores build is measured against the current code from the start. Only a repair or re-roof on an older house in town runs into the 25 percent limit. Confirm the status of your specific project with the town building department before you file.

Does the builder have to warrant a new home roof in Florida?

Yes. Under Florida statute, a builder must cover a new home for one year against equipment, material or workmanship faults that result in a material breach of the Florida Building Code. The one-year period starts at conveyance or initial occupancy, whichever comes first. Many homes in this part of the state were built around 1981, so roofs on older houses follow different rules than new construction. Normal wear, settling and damage from a natural disaster are excluded. Read your purchase contract and ask the builder to explain exactly what it covers.

Who can install the roof on a new home in Indian Shores?

When a general contractor builds a new structure with its own crews, it is allowed to put down asphalt or fiberglass shingles. Installations of tile, metal, or membrane roofing have to be performed by a contractor holding certified or registered status. A general contractor that is certified after 1973 cannot advertise as a roofer without that roofing certification. Ask for the license number and check it with the state before the crew starts.
