Roof inspections in Zephyrhills, FL

Mobile homes make up 26.8 percent of Zephyrhills housing units, and the median home was built in 1990. That suggests many original roofs here are past 15 years old. Insurers ask about roof age, so an inspection often decides whether a policy renews.

Florida insurer rules

What the 15-year rule and the 4-point form ask

Florida Statute 627.7011(5) sets the line at 15 years. A roof under that age cannot be the sole reason an insurer turns down your homeowner's policy. For an older roof, you may hire an authorized inspector at your own expense. If the report shows 5 or more years of useful life left, age alone cannot justify a refusal or non-renewal.

Senate staff note that this section does not apply to mobile home policies. Mobile homes are 27% of Zephyrhills housing units against 17% countywide, so many owners here sit outside that rule. Call your agent and ask what roof-age limit your own policy uses.

Citizens sets its own lines. Roofs older than 25 years (shingle) or 50 years (tile, slate, concrete or metal) need documentation of at least five years of remaining life. Citizens also requires a 4-point inspection for properties more than 20 years old, mobile homes included. About 34 percent of Zephyrhills homes were built before 1980, and likely many more fall past that mark.

Inspection scope

What a roof inspector checks on your home

On the 4-point form, the roof section asks for the material, the age, the years of life left, and the last roofing permit date. It also asks whether any replacement was full or partial, and notes overall condition. Photos of every roof slope go with it.

  • Cracked, cupped or curled shingles
  • Heavy granule loss, with bare asphalt or felt showing
  • Tabs or tiles that are missing, loose or cracked
  • Soft spots in the decking
  • Leaks visible in the attic or on ceilings inside

Wind mitigation uses a different form, OIR-B1-1802, revised in April 2026. It covers attic items you cannot see, such as deck nailing and roof-to-wall connectors. The form stays good for up to five years unless the structure changes.

Timing

When to order a roof inspection in Zephyrhills

Order one before you buy or sell, and when an insurer sends a roof-age letter. Zephyrhills is 29.9 percent residents 65 and older, and 9.3 percent of units are seasonal homes. Owners who are away for months should schedule a check after any named storm.

Hurricane Milton in 2024 brought a 59 mph gust near Zephyrhills, and Debby put 8.74 inches of rain nearby. Pasco County storms like Ian in 2022 mostly damaged shingles. If you have a claim, notice must reach your insurer within 1 year of the loss.

Questions

Roof inspections in Zephyrhills: questions

What is the 15-year roof rule in Florida?

Under Florida law, an insurer may not refuse to issue or renew a homeowner's policy solely because the roof is less than 15 years old (Fla. Stat. 627.7011(5)(b)). Once your roof reaches 15 years of age, you can have an authorized inspector evaluate it, paid for by you, before the insurer is allowed to demand replacement. When that inspection finds at least 5 years of remaining useful life, the insurer cannot turn you down or decline to renew based only on how old the roof is. In Zephyrhills, 70.1% of occupied homes are owner-occupied, so many households hold their own roof policy and can use this inspection right.

Who counts as an authorized roof inspector?

The insurer must approve the inspector. The list includes a licensed home inspector, a certified building code inspector, a licensed general, building or residential contractor or roofing contractor, a professional engineer, or an architect. An insurer may also recognize others as qualified. In Zephyrhills, where the median home dates to 1990, many owners will need this inspection. Ask your insurer which inspectors it accepts before you hire one, because the inspection is at your expense.

Does Citizens ask for a roof inspection on older Zephyrhills homes?

Yes. Citizens requires a 4-point inspection for properties more than 20 years old, including mobile homes. The median Zephyrhills home dates to 1990, so many homes here are likely near or past that mark. Roofs older than 25 years (shingle) or 50 years (tile, metal and other hard roofs) need documentation of at least five years of remaining life.

Is a roof inspection different for a mobile home in Zephyrhills?

The forms are the same. Citizens' 4-point inspection applies to mobile home applications for properties more than 20 years old, and the roof section records covering, age and remaining life. Senate staff note the 15-year rule in 627.7011(5) does not apply to mobile home policies. Confirm your policy's roof requirements with your insurer or agent.
