Which building code applies to a new roof in Belle Glade

Right now, the edition enforced across Florida is the Eighth Edition of the 2023 Florida Building Code. A new edition takes effect at the end of 2026. Any permit application submitted on or after December 31, 2026 must follow the Ninth Edition, so a roof permitted in early 2027 is judged against newer rules than one filed today.

Palm Beach County sits outside the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade counties. Belle Glade roofs therefore follow the general Florida code rather than the stricter HVHZ tables. Deck, underlayment and fastening checks before the roof goes on

Roof sheathing must be fastened with ring shank nails, most often the RSRS-03 size of 2 1/2 inches by 0.131 inch. The nail type matters because the framing inspector and the sheathing inspector both look at it before the roof covering goes on.

  • Full self-adhering polymer-modified bitumen underlayment over the whole deck, or
  • Each deck joint needs a 3 3/4 inch membrane strip, and the whole roof needs approved underlayment, or
  • Two layers of listed felt underlayment, nailed 12 inches on center in the field and 6 inches at laps

Drip edge at the eaves and gables is nailed no more than 12 inches on center. Where wind speed is 110 mph or higher, or the mean roof height exceeds 33 feet, the spacing tightens to 4 inches. Gutters are required on homes with eaves under 6 inches, and downspouts must discharge at least 1 foot from the wall.

Inspections run in a fixed order: foundation, framing, sheathing or dry-in, exterior coverings, roofing, then final. The roofing inspection covers dry-in, insulation, the roof covering and flashing, so the roof cannot be signed off until the earlier steps pass.

What is the new law in Florida about roofs?

The main newer rule for a new home in Belle Glade is the builder warranty. Since July 1, 2025, Florida law requires a builder to cover a newly constructed home for one year against defects in equipment, material or workmanship that violate the Florida Building Code. Coverage does not extend to ordinary wear and tear, settling, defects caused by the owner, or acts of God like natural disasters. Ask the builder which subcontractor installed your roof and confirm the coverage start date in writing.
