The code version that governs a South Bay roof depends on the day your permit is filed, not the day the crew arrives. Filings made before the end of 2026 fall under the current edition. Any application filed on or after December 31, 2026 has to satisfy the Ninth Edition requirements. Pick the filing date with that cutoff in mind.
South Bay sits in Palm Beach County, an area that is not part of the High-Velocity Hurricane Zone. Only Broward and Miami-Dade counties are included in that zone. So the HVHZ low-slope and product rules do not govern a standard South Bay roof, though you should still confirm with the building office.
Deck and dry-in

Roof sheathing has to be fastened with specified ring shank nails, and the sheathing and fasteners must be complete before the roof sheathing inspection. The code lets the sheathing inspection be part of a dry-in inspection or done separately at the contractor's request.

- A 3 3/4-inch tape or membrane strip over every deck joint, then an approved underlayment, or
- Two layers of approved felt-type underlayment fastened with cap nails
Shingle roofs need drip edge at eaves and gables, fastened no more than 12 inches on center. The spacing tightens to 4 inches where design wind speed is 110 mph or more or the mean roof height exceeds 33 feet. Your builder should confirm which spacing applies to your plan.
Inspection order
Scheduling the roof with framing and inspections
The code sets the inspection order: foundation, framing, sheathing, exterior wall coverings and soffit, roofing, then final. Framing inspection comes after the roof, all framing, fireblocking and bracing are in place. Roof work can only be inspected after the earlier steps pass.
Permits also run on clocks. Once issued, a permit lapses if work has not begun within 6 months or if work sits idle for 6 months. Confirm your start dates with South Bay Planning and Building before you schedule the roof crew.
