Where Four Corners roofs fail in storms

Hurricane Irma in 2017 put a 58 knot gust on Kissimmee Gateway Airport and left 95 Osceola County structures with major damage. Milton in 2024 followed with 3 to 5 inches of rain across the county. Wind opens a roof first, then rain finds the opening.

FEMA field teams name roof covering damage as a primary source of water intrusion in high wind. When a ridge vent blows off, the open slot in the deck takes rain straight into the attic. In FEMA's example house, ceilings collapsed though only ridge shingles and the ridge vent were gone.

Leaks also follow flashing. The code requires it at wall and roof intersections, slope changes and roof openings, so check those spots and the valleys first. Soffits have a poor record in hurricanes, and a failed soffit can let water into the attic.

The median Four Corners home was built in 2005, and only 3.5% of housing units predate 1980. That tells you about the houses, not their roofs. Patching is capped at 25% of a roof or roof section in 12 months, unless that roof itself was built, repaired or replaced to the 2007 Florida Building Code or later.

If your roof meets that condition, state law limits the current-code requirement to the portion you repair, even when 25% or more is redone. A county cannot amend that exception. If it does not meet it, a large repair can push the job toward a full replacement.

Whether a minor roof repair needs a permit is for the building official to decide. Four Corners is unincorporated and straddles county lines, so the county where your lot sits issues the permit. That is Osceola County for most of it, and Orange, Polk or Lake County for the parts that cross over. Ask that office first.

What to do safely after a storm

Keep your feet on the ground and look up at the roof. Check for missing or cracked tabs, exposed felt, heavy granule loss and sagging or soft spots. Inside, look at ceilings and the attic for stains or daylight. Photograph everything before any cleanup.

Does my insurer decide if my 15-year-old roof is replaced?

No, your insurer cannot simply decide that on its own. For a roof 15 years or older, the insurer must allow you to have an authorized inspector examine it, at your expense, before requiring replacement. It may not refuse or non-renew solely because of roof age if the inspection shows 5 or more years of useful life remaining.
