A residential condominium association must have a structural integrity reserve study at least every 10 years for each building three habitable stories or higher, the roof is the first item on its list, and the study rests on a visual inspection that estimates each item's remaining useful life (section 718.112(2)(g)).
Single-family detached houses make up only 27.7 percent of Stuart's housing units, against 54.2 percent across Martin County, so a large share of the city's roof area sits over shared walls and association budgets.
On a flat or low-slope roof, drainage decides how long the system lasts. The code calls a roof positively drained when it sheds water within 48 hours of rain, and the roofing manual NRCA publishes uses the same 48 hours as its ponding line. Where a parapet could trap water if the main drains back up, the code calls for secondary drains or scuppers (section 1503.4.1).
Those drains are sized on the 100-year hourly rainfall rate, which NOAA's Atlas 14 puts at 4.5 inches an hour at Stuart's Census point.

Martin County is outside the High-Velocity Hurricane Zone, so a Stuart building follows the code's standard roofing sections rather than the HVHZ sections 1512 through 1525 used in Miami-Dade and Broward. Metal edge systems on built-up, modified bitumen and single-ply roofs still have to pass the ANSI/SPRI ES-1 tests or RAS 111 (FBC-Building 1504.5).

Who permits a commercial re-roof in Stuart?
Inside city limits, the City of Stuart Building Division. Before the first inspection, a Notice of Commencement has to be recorded and posted at the job; the permit card warns that skipping it may mean paying twice, and above a set contract amount the permitting office needs a copy (FBC-Building 105.8; section 713.135). The permit lapses if work does not begin within 6 months of issue or stops for 6 months. Rooftop units have to be brought up to code during a re-roof only when they are replaced or moved and do not comply (FBC-Building 102.8).

How long can water stand on a Stuart flat roof after rain?
No more than 48 hours. Florida's code defines positive drainage as a roof that drains within 48 hours of rain, and the NRCA manual sets the same line for ponding. That test gets plenty of practice in Stuart, where the NOAA station's 1991-2020 normal is 62.72 inches of rain a year and 67.6 percent of it falls from May through October. Water still standing two days after a storm points to low spots, clogged drains or a sagging deck.
