How old are the roofs on Jupiter Island?

The median home here was built in 1985, nearly the same as Martin County's 1986. That year describes houses, not roofs, so it says nothing firm about any one roof. It does suggest that many homes have had at least one reroof, and some have had more. The 40.7 percent built before 1980 are the ones most likely to carry a roof you should have looked at.

Almost all of the housing is single-family detached, at 92.3 percent against 54.2 percent countywide. No units are mobile homes. That means one set of roof rules applies across the island: the Florida Building Code, not the HUD code.

Another 36.4 percent of units are held for seasonal or occasional use, against 12.3 percent in the county. A house that sits empty for months can leak for months before anyone sees a stain. For those owners, a scheduled inspection catches what a visit in season would miss.

Insurer rules

How insurers apply age limits, and what the roof section of a 4-point inspection covers

Florida Statute 627.7011(5) bars an insurer from refusing or declining to renew a homeowner's policy solely because the roof is under 15 years old. Past 15 years, the homeowner may hire an authorized inspector, paying for it personally, before the insurer requires a replacement. Refusing coverage on age alone is blocked when a report shows the roof has 5 or more years of useful life left.

The roof section of the 4-point form records the covering material, roof age, remaining useful life, the last roofing permit and the overall condition. It also lists damage such as curling, granule loss, exposed felt, soft decking and visible leaks. Citizens asks for the full 4-point inspection on properties over 20 years old. It also wants proof of five years of remaining life on shingle roofs older than 25 years.

Timing

When to order a roof inspection

  • Ahead of a purchase or a sale, so the roof's condition is on paper before closing.
  • When an insurer's letter questions roof age or condition.
  • After a named storm. Martin County saw Hurricane Matthew in 2016 and Hurricane Irma's coastal surge in 2017.
  • Before a seasonal home is closed up, or after it has sat empty through a wet summer.

A roofer's inspection follows the forms. It covers the roof covering, age, remaining life, permit history and any leaks. For wind mitigation it also covers attic items you cannot see, such as deck nailing and roof-to-wall connectors, with photos. The wind mitigation form, OIR-B1-1802, stays valid up to five years if nothing material changes on the structure.

If an inspection leads to repairs, the 25 percent rule applies. Repairing more than 25 percent of a roof in 12 months can require replacing the whole roof system. For permit rules on the island, check with its own town Building Department.

Can my insurer drop me because my Jupiter Island roof is 15 years old?

Not on age alone, if you act. Under Florida Statute 627.7011(5), a roof 15 years or older entitles you to have an authorized inspector check it at your expense. Who counts as an authorized inspector for my roof?

Your insurer has to accept whoever performs the inspection, and that person must belong to one of the listed groups. The list covers a licensed home inspector, a certified building code inspector, a licensed general, building, residential or roofing contractor, a professional engineer and an architect. Do I need a roof inspection if my house sits empty part of the year?

It is a sound idea. About 36.4 percent of Jupiter Island units are held for seasonal or occasional use, against 12.3 percent for Martin County. An empty house gives a slow leak months to spread through decking and ceilings before anyone notices. An inspection before you leave, or after a storm, looks for the damage items insurers list: soft decking, exposed felt and visible leaks.

Is a metal roof treated differently by insurers?

Citizens treats metal as a hard roof, so its documentation line is 50 years rather than the 25 years for shingle. On Jupiter Island, where 92.3 percent of homes are single-family detached, that difference applies to nearly every roof on the island.
