What the 15-year rule means for older roofs
The median South Miami Heights home was built in 1978, two years earlier than the Miami-Dade County median of 1980. A roof is not the same age as the house, since many were replaced after storms. Still, owners in a 1978 neighborhood are the ones most likely to hear about roof age at renewal.
Under Fla. Stat. 627.7011(5), an insurer cannot refuse or decline to renew a policy solely because a roof is under 15 years old. Once the roof is 15 or older, the insurer must let you have an authorized inspector check it at your expense. If that inspection shows 5 or more years of useful life left, age alone cannot be the reason for refusal or non-renewal.
Who counts as an authorized inspector matters. The insurer must approve the person, who can be a licensed home inspector, a certified building code inspector, a licensed roofing or general contractor, an engineer or an architect. Before you book anyone, check with your insurer or agent about which inspectors they accept.
Inspection scope
Roof inspections cover certain checkpoints, and the forms dictate what gets asked
When an insurer requests the inspection, the inspector works through the forms. On the 4-point form, the roof section logs the roofing material, the age of the roof, its remaining useful life, the date of the most recent roofing permit, whether the last replacement was full or partial, and the overall condition. For properties over 20 years old, Citizens calls for that 4-point inspection.
- Cracking, curling or cupping of shingles or tiles
- Granule loss, exposed asphalt or exposed felt
- Missing, loose or cracked tabs or tiles
- Soft spots in the decking
- Water showing up in the attic or on ceilings inside the home
Citizens asks for documented proof of at least five years of remaining life on shingle roofs older than 25 years and on hard roofs such as tile or metal older than 50 years. A separate wind mitigation inspection looks at attic items you cannot see, such as roof-deck nailing and roof-to-wall connections. Miami-Dade County sits in the High Velocity Hurricane Zone, so that form uses the HVHZ category.
Timing
When to order an inspection in South Miami Heights
Order one before you buy or sell. About 62.1 percent of occupied homes here are owner-occupied, and 65.2 percent of homes are single-family detached, so most sales involve one roof with one owner's history. A report with photos of each slope gives both sides something concrete to read.
Order one when your insurer sends a letter about roof age, or before a renewal date you are worried about. After a storm, note that a new or reopened claim must reach your insurer within 1 year of the loss, and a supplemental claim within 18 months. A roofer may inspect and report on condition, but cannot advise on coverage or promise a claim result under Fla. Stat. 489.147. If you wonder what your policy covers, take the question to your insurer or agent.
If the inspection leads to repairs, the permit goes through Miami-Dade County Regulatory and Economic Resources, since South Miami Heights is unincorporated. Before work begins, check the current permit steps with that office.
Questions
Roof inspections in South Miami Heights: questions
How old is too old for a roof in South Miami Heights?
Florida law sets no single age at which a roof must be replaced. At 15 years, your insurer must let you have an authorized inspector check the roof at your expense, and it cannot refuse or non-renew solely for age if 5 or more years of useful life remain. With 53.6 percent of local homes built before 1980, many owners will face that question. Citizens uses lines of 25 years for shingle and 50 years for hard roofs.

Who can do a roof inspection my insurer will accept?
The insurer must approve the inspector. Florida's list includes a licensed home inspector, a certified building code inspector, a licensed roofing or general contractor, a professional engineer or an architect. A contractor, building code inspector or licensed home inspector has to sign Citizens' roof form, and photos of each slope must go with it. Ask your insurer or agent for its current requirements before booking, especially if you live in the 17.6 percent of residents who are 65 or older and want to avoid a repeat visit.

What does the roof section of the 4-point inspection cover?
It records the covering material, roof age, remaining useful life, date of the last roofing permit, full or partial replacement with the percentage replaced, overall condition and any damage. Citizens requires the 4-point for properties more than 20 years old. With a 1978 median build year in South Miami Heights, many homes here fall in that group.

Does a roof inspection need a permit in Miami-Dade County?
An inspection alone does not change the roof, so ask the county before assuming a permit is needed. Repairs or replacement do involve permits. South Miami Heights is unincorporated, so Miami-Dade County Regulatory and Economic Resources handles them. Miami-Dade is also in the High Velocity Hurricane Zone, which adds stricter rules. Confirm the exact steps with the building office.
