Roof inspections in Hialeah Gardens, FL

In Hialeah Gardens, 18.6 percent of residents are 65 or older, and many of them own the home and the roof over it. A roofer's inspection reports the covering's condition and how many years it has left. Florida's 15-year insurer rule and the 4-point form both turn on that number.

How old are roofs in Hialeah Gardens?

The median home here was built in 1992, newer than the Miami-Dade County median of 1980. A home from 1992 has passed its 30th year, so a roof from that build date would be well past 15 years. Many original roofs have likely been replaced since, but you cannot tell from the census alone.

Another 20.5 percent of homes here predate 1980, and 9.6 percent of housing units are mobile homes. Mobile homes follow the HUD code, and the 15-year insurer rule is written for site-built homes, so the law's own history note matters. Your insurer can tell you which rules govern your particular policy, so put that question to them directly.

Florida rules

What a 15-year-old roof means for your insurer

Under Fla. Stat. 627.7011(5), age alone cannot be the reason to turn you away while your roof is under 15. After that, the statute gives you the right to bring in an authorized inspector, paid by you, before the insurer demands a new roof. A report showing at least 5 years of remaining life stops age from being the only ground for non-renewal.

With 61.2 percent of occupied homes here owner-occupied, most roof decisions belong to the people living under them. For Hialeah Gardens properties past 20 years, Citizens calls for a 4-point inspection. Its roof section records the covering material, roof age, remaining useful life, last roofing permit, percent replaced, overall condition and a damage list.

Citizens also wants documentation of at least five years of remaining life for soft roofs, such as shingle, older than 25 years, and for hard roofs, such as tile or metal, older than 50 years. Your insurer or agent decides what your own policy needs.

Inspection

Inspection contents and the right time to order

Miami-Dade is in the High Velocity Hurricane Zone, so inspectors also look at wind features. The damage list includes cracking, curling, granule loss, exposed felt, missing or loose tabs or tiles, soft decking and visible leaks in the attic or on ceilings. For wind mitigation they photograph attic items you cannot see, such as deck nailing and roof-to-wall connectors.

  • Before a closing on a Hialeah Gardens home, so the buyer and seller both know the roof's state
  • After an insurer letter that names your roof's age
  • After a storm, such as the 2019 hurricane warning issued for Miami-Dade
  • Ahead of any repair, since the 25 percent rule can turn a patch into a full replacement

Permits for roof work go through the City of Hialeah Gardens building office. Confirm current requirements with them before any work starts.

Questions

Roof inspections in Hialeah Gardens: questions

Can I have my roof inspected if my insurer says it is 15 years old?

Yes. For a roof 15 years or older, Fla. Stat. 627.7011(5)(c) says the insurer must allow you to have an authorized inspector check it, at your expense, before requiring replacement. Should the inspection find at least 5 years of useful life left, the insurer may not decline or non-renew based on age alone. In Hialeah Gardens, where the median home was built in 1992, many owners may meet this situation. Check with your insurer or agent about which inspectors it accepts.

What does the roof section of the 4-point form record?

It records the covering material, roof age, remaining useful life, date of the last roofing permit and update, whether the replacement was full or partial and its percentage, overall condition, and a damage list. Photos of each roof slope can stand in for the separate Citizens roof form. Citizens requires the 4-point inspection for properties more than 20 years old, and 20.5 percent of Hialeah Gardens homes were built before 1980.

Does the 15-year rule apply to my mobile home roof?

The 15-year roof rule in Fla. Stat. 627.7011(5) applies to homeowner's policies, so it may not reach a mobile home policy. When the rule covers your policy, an insurer cannot decline or non-renew coverage on the sole basis that your roof is under 15 years old. Once a roof reaches 15 years, you are entitled to have an authorized inspector examine it, paid for by you, and the insurer cannot refuse or non-renew only because of age if that inspection finds at least 5 years of useful life remaining. In Hialeah Gardens the median age is 45.1 years, so check what roof documentation your own policy requires.

Does Florida offer a no-cost roof inspection or roof program?

Florida law bars roofing contractors from offering anything of value for a roof inspection or a claim, so be wary of such offers. The state's My Safe Florida Home Program offers inspections and matching grants for site-built, owner-occupied homes with a homestead exemption, and the statute says it creates no entitlement. In Hialeah Gardens, 38.7 percent of housing is single-family detached. Contact the state program to confirm eligibility.
