Who permits commercial roofing in Palmetto

Palmetto has its own Building Department, so roof permits go to the City of Palmetto, not to the county. Confirm the current permit requirements and forms with that office before work is scheduled.

Before the first inspection, the permitting office needs a recorded Notice of Commencement when the direct contract is above a set amount. Without one, the owner may end up paying twice for the same improvements.

A permit does not last forever. It becomes invalid if work does not start within 6 months of issue, or if work stops for 6 months. Schedule the crew with those clocks in mind.

Florida drainage rules require positive drainage, meaning the roof must drain within 48 hours of rain. Palmetto's Manatee County setting gets heavy rain, with about 60 percent of the normal annual rainfall at Sarasota-Bradenton airport falling June through September. That is roughly 29 inches in a four-month season.

Recovering over an old roof is not always allowed. A full tear-off to the deck is required if the existing roof is water soaked, has two or more prior coverings, or has unrepaired blisters. Ask the bidder which of these applies to your building.

  • Confirm the bidder holds a roofing contractor certification or registration. A general contractor without one may not advertise as a roofing contractor.
  • Ask how the bid handles deck attachment, wood sheathing and fascia repairs, since those fall within roofing scope.
  • Ask how the proposal addresses ponding water and whether a structural review is recommended.
  • Ask whether the owner will receive a written notice of ponding risks before work starts.

What is the new law in Florida about roofs?
