Roofs from before 2009 and after

A Lakewood Ranch home from 1995 to 2008 was permitted before the 2007 Florida Building Code took effect on March 1, 2009. If it still has its original roof, the re-roof brings it up to the reroof rules: the deck attachment must meet R908.7.1 and a secondary water barrier goes down under R908.7.2. Florida set that course in 2007, when a statute required the Building Commission to make both part of every roof replacement on a site-built single-family home.

Homes from 2010 on, 68.4% of the community, were built under that code or a later edition. Their re-roofs still strip the covering and add the required water barrier, and their partial repairs get the 2007-code exception in Fla. Stat. 553.844(5).

In either case, two or more existing layers, a water-soaked base, or a clay or cement tile roof means a full tear-off to the deck.

Manatee or Sarasota: your permit desk

On the Manatee side, home to 34,163 of the 34,877 people counted in 2020, re-roof permits come from Manatee County Development Services' Building Division. The 714 residents on the Sarasota side permit through Sarasota County. A reroof needs a permit but skips plan review, and the county checks the sheathing and fasteners first, then the finished roofing.

Shingle, tile or metal in a newer community

The material you pick sets your insurer's clock. Citizens treats shingle as a soft roof and asks for proof of five more years of useful life once it is older than 25; tile, metal and other hard roofs get 50 years before that question. Every roofing product sold in Florida also needs statewide product approval, and a product cannot be marketed as hurricane protection without it.

There is no fixed age. The National Roofing Contractors Association says most new roofs are designed for about 20 years of useful service, with tile and some metals lasting longer, and actual life depends on climate, design, materials, installation and upkeep. Will a new roof change my Lakewood Ranch wind mitigation report?

A completed OIR-B1-1802 stays valid up to five years only if no material changes are made to the structure. Can a new roof go over my existing tile roof?

No. The residential code requires removing all existing layers when the current covering is clay or cement tile, and the same goes for wood shake and slate, a water-soaked base or a roof that already has two layers. On the Manatee side of Lakewood Ranch, Manatee County Development Services' Building Division then inspects the bare sheathing and its fasteners before the new roof goes on.
