Only 3.3 percent of North Palm Beach homes were built in 2010 or later. Most roofs here sit on older houses, so a new-construction roof is rare in the village. If you are building, the permit goes through the Village of North Palm Beach, and the code edition depends on the date you file.

Code edition

Choosing the code edition that governs your roof permit

Eighth Edition rules, the 2023 Florida Building Code, have applied to new filings since the last day of 2023. Starting December 31, 2026, the Ninth Edition becomes the code in force. Any permit application or plans submitted on or after that date must follow the new edition. If your filing is close to that date, ask the village building office which edition applies.

A new house in North Palm Beach is built to the standard statewide code. The zone with extra roof rules is limited to two other counties, Miami-Dade and Broward, and Palm Beach County is not one of them. The product you choose still needs statewide approval, and the approval numbers belong on your permit paperwork.

Requirements for decking, underlayment and product approval on new construction

Roof sheathing must be nailed with ring shank nails measuring 2 1/2 inches by 0.131 inch. For the dry-in, the code gives three options for shingle and metal roofs. The first option is a self-adhering membrane laid across the entire deck. Another is a 3 3/4-inch strip of membrane or tape over every deck joint, then underlayment. The third is two layers of felt underlayment with set nail spacing.

Shingle drip edge goes over the underlayment at eaves and gables. Nails may be spaced up to 12 inches apart, or up to 4 inches where the wind speed or roof height triggers the tighter rule. Tile on a new home follows the manufacturer's instructions or the Florida High Wind tile manual, and only over solid sheathing.

In sequence, the code requires inspections of the foundation, framing, sheathing, exterior wall coverings, roofing and finally the completed structure. An inspector evaluates the roof's dry-in, insulation, roof coverings, and flashing. Book the sheathing inspection before the dry-in, because sheathing and fasteners must be visible.

An owner-builder may put asphalt shingles on a new building they are constructing themselves. Work involving tile, metal or membrane must be performed by a contractor holding certification or registration in roofing. A permit lapses if work fails to begin within 6 months or halts for a 6-month stretch. Also record your Notice of Commencement before the first inspection.

Does North Palm Beach follow the High Velocity Hurricane Zone roof rules?

Not quite: the High Velocity Hurricane Zone applies only in Broward and Miami-Dade counties, leaving Palm Beach County beyond its reach. A new roof in North Palm Beach follows the standard Florida Building Code. The roofing product still needs statewide product approval, and the approval number goes on your permit application. Confirm the details with the Village of North Palm Beach permit office before you order materials.

What is the 25% roof rule in Florida?

If you repair, replace or recover more than 25 percent of a roof or roof section in any 12-month period, the whole roof or section must be replaced or recovered to current code. Relief is available where the existing roof was already built to the 2007 Florida Building Code or a newer edition. About 72.8% of North Palm Beach homes were built before 1980, so this rule matters mostly to older homes, not new builds.

What does a builder owe me on a new roof in Florida?

Under Florida Statute 553.837, effective July 1, 2025, a builder must back a newly built home with a 1-year warranty covering equipment, material or workmanship defects that break the Florida Building Code. Ordinary wear, settling, defects caused by the owner and acts of God fall outside its scope. Read your contract and ask the builder to put the start date in writing.

Do new homes need gutters in Palm Beach County?

If the eaves extend less than 6 inches past the walls, gutters and downspouts must be installed, unless the spot is a gable end rake or a section sitting beneath another roof. The code also sets how far from the sidewall a downspout must empty: 1 foot at minimum. Palm Beach County builds fewer single-family homes than before, with 2,495 units permitted in 2025 against 4,244 in 2020, but the rule applies to every new house.
