Housing age

How the housing age in University shapes roof decisions

The median home here was built in 1986, and 31.5 percent went up before 1980. That suggests many original roofs are now well past 25 years old, which is the age where insurers start asking for proof of remaining life.

Owner-occupied homes make up only 12.9 percent of occupied units in this community. If your home is a rental or a condo, the roof decision may belong to someone else, so confirm who approves the work before you call a contractor.

Permits and inspections

What a roof replacement needs in Hillsborough County

Because University is unincorporated, the Hillsborough County building office issues the permit. Confirm the application status on the county permit records page before work starts.

Florida Building Code rules say your permit expires if work hasn't begun within 6 months of issuance. An application is treated as abandoned after 180 days without good-faith progress, so keep the job moving.

Questions

Roof replacement in University: questions

What is the 25 percent rule for roofs in Florida?

It limits partial roof work. If more than 25 percent of the total roof area is repaired, replaced or recovered in any 12 month period, the entire roof covering must be brought up to the current code. In University, your permit goes through the Hillsborough County building office. An existing roof built to the 2007 Florida Building Code or later is exempt, and only the repaired portion must meet current code. Ask the building office to confirm which edition applies to your home.

What is the 15 year roof rule in Florida?

Florida Statute 627.7011(5) bars an insurer from declining to write or renewing a homeowner policy based only on the age of the roof, provided that roof is under 15 years old. When a roof has reached 15 years or more, the insurer has to allow an authorized inspector to evaluate it, with the homeowner covering that cost. Should the inspection find at least 5 years of remaining useful life, the insurer cannot turn you down or decline renewal on roof age alone. In this area the median year homes were built is 1986, so many roofs have likely passed the 15 year mark. Ask your insurer or agent to walk you through how these rules apply to the policy you hold.

What is the new law in Florida about roofs?

The Florida Building Code Ninth Edition, the 2026 edition, becomes effective December 31, 2026. Any permit application or plan filed on or after that date must meet the new edition. The Eighth Edition, effective December 31, 2023, applies until then. For University roofs, the county building office sets which edition applies to your permit.
